The Western Australian Government has announced that Collie Power Station (Collie) will close by 1 October 2027.
The CEO of the Net Zero Economy Authority (NZEA) has commenced a process to determine whether the Energy Industry Jobs Plan (EIJP) is needed to support an orderly transition for the Collie closure. To make this decision, the CEO is required to undertake a Community of Interest (COI) process.
The Fair Work Commission (FWC) is the final decision maker.
Status: COI process underway
Collie EIJP process
- The COI process commenced: 26 February 2026
- Public submissions: The submissions process for this COI has closed. Submissions are available from NZEA’s consultation hub.
The purpose of the COI process is to gather evidence and assess whether the EIJP is necessary to facilitate a smooth transition for affected employees and the regional workforce.
The CEO has consulted with stakeholders to understand the likely impacts of the closure. These stakeholders include employers, employee and employer organisations and community organisations. The CEO is considering the information gathered and whether the EIJP is required to support workforce transition in the region.
If the CEO decides an EIJP is needed, they will make an application to the FWC for a COI determination for the Collie Power Station including naming the employers who should be covered.
The FWC will undertake its own process and is the ultimate decision maker on whether an EIJP is put in place and who it will apply to.
About the Energy Industry Jobs Plan
The EIJP aims to support a smooth transition for employees and businesses affected by the closure of coal-fired and gas-fired power stations.
The EIJP regulates employers by requiring them to take reasonable steps in assisting their employees to prepare for and transition to new employment while remaining in their current roles. Transition assistance under the EIJP can include:
- career planning
- financial advice
- training and skills development
- paid time-off or access to flexible work arrangements to access assistance.
This aims to contribute to a fair, orderly and well-managed transition.
The EIJP is a regulatory framework established under Part 5 of the Net Zero Economy Act 2024 (NZEA Act).

Hiring employers (‘receiving employers’)
With the COI process underway, NZEA works with other employers in the region that may be interested in hiring workers from Collie. This includes identifying job opportunities for workers based on their skills, interests and experiences.
Employers who register as a receiving employer may be eligible to apply for grant incentives when hiring workers from closing power stations, coal mines and related supply chain businesses.
